Where it is
The city’s redevelopment plan draws the lines. The Downtown area is bounded on the north by George Engram Boulevard and Fairview Avenue and the Main Street Bridge approach, on the east by the Halifax River, on the west by the railroad and on the south by South Street. The Ballough Road area runs north from Fairview Avenue to the city limits, between North Beach Street and the river.
Beach Street, Ridgewood Avenue (U.S. 1) and Palmetto Avenue are the main north-south roads; International Speedway Boulevard (U.S. 92) and Orange Avenue cross the river to the beachside. Of the 1,034 address points inside these lines in Volusia County’s address data, 1,025 are in ZIP code 32114 and nine in 32117. All are inside city limits, so the city provides police, fire and trash service.
The South Beach Street Historic District is here, listed on the National Register and protected as a local historic district by city ordinance, according to the city’s planning map layers. The comprehensive plan lets historic commercial buildings in the district add apartments on upper floors at up to 60 units an acre.
On Beach Street between Orange Avenue and Bay Street, the Riverfront Shops list more than 60 shops, restaurants, attractions and services, the city says. The farmers market, Market at Magnolia, is on Magnolia Avenue between Beach Street and Palmetto Avenue.
Property inside the Downtown Development Authority area pays one extra mill of property tax: 19.0498 mills in 2025, against 18.0498 for most city property, according to the Property Appraiser’s composite millage table (PDF). More in our property taxes guide.
