Where it is

This page follows Neighborhood A on the city’s planning map layers: the peninsula north of University Boulevard to the city line, between the Atlantic Ocean and the Halifax River. OpenStreetMap marks the place Ortona in the middle of it. Atlantic Avenue (State Road A1A), Halifax Drive, Oleander Avenue and Grandview Avenue run north-south. There is no bridge to the mainland inside the area; the nearest are the Seabreeze Bridge to the south and the Granada Bridge in Ormond Beach to the north.

The city’s comprehensive plan sets out to protect the area’s mix:

  • “The last remaining oceanfront single-family zoning district is located in this neighborhood and shall not be rezoned.”
  • The city “shall preserve the large riverfront estates in this neighborhood by maintaining low-density zoning and by not permitting the future subdivision of these lands.”
  • The west side of A1A is for hotels and apartments, limited to three stories next to single-family zoning, except at the Bellair Plaza shopping center.
  • “The City will not allow any new bridges to be located in Neighborhood A.”

The city’s map layers also show the El Pino Parque Historic District, a National Register district of homes along North Halifax Drive.

All 1,758 address points inside the area in Volusia County’s address data are in ZIP code 32118 and inside city limits, so the city provides police, fire and trash service.
